Umm Al Quwain Bets on Lebanon’s Digital Future

Umm Al Quwain Business Corporation—a semi-governmental joint venture between Global Technical Services and the Emirate of Umm Al Quwain (UAE)—has announced its strategic entry into Lebanon, partnering with Beirut-based Zahr & Co Consultancy.
The move is positioned as more than just a market expansion. With backing from the UAE and experience across the region, the corporation is eyeing Lebanon as a springboard for initiatives in digital transformation, public–private partnerships, and institutional modernization.
Appointed CEO Bruno Zahr framed the launch as a mission to connect Lebanon with regional know-how: “We’re proud to bring our services to Lebanon. This step is about linking innovation with opportunity and ensuring the country benefits from world-class expertise.”
The corporation’s focus will span digital government services, fintech solutions, healthcare innovation, insurance, and education—sectors long in need of fresh systems and scalable solutions in Lebanon.
By transferring UAE-driven models and investments, the group seeks to create sustainable frameworks that can stand the test of Lebanon’s challenging environment.
Chairman Sheikh Ahmad bin Saud Al Mualla, Deputy Ruler of Umm Al Quwain, underscored the vision behind the expansion, pointing to growth, and prosperity as long-term goals for both institutions and communities.
For Lebanon—where state services remain outdated and reform often stalls—such regional partnerships can be double-edged: much-needed expertise on one side, but a reminder on the other that progress often has to come from outside the system.
